Petition against the Hmong
Genocide
To the attention
of the French government, ANAI(ANIA), the U.S government, the Amnesty International, and the U.N.
Since 1975 the
tens of thousands remaining Hmong people who could not flee to safety to Thailand, France, the U.S or elsewhere in the world are being mercilessly hunted down and killed like animals in the
jungles of Laos by the communist Laos government, paying the ultimate price with their very lives for their allegiance to France and the U.S.
Abandoned to a
morbid fate, the men, to defend their families at any cost, are equipped with obsolete rifles dated from the Vietnam war era. Divided in small groups, they are constantly on the move from fear of
being located, and feed mainly on roots and tree barks. Since the televised reports made by Grégoire Deniau, Cyril Payen and Roger Arnold in 2005 and 2006, the situation has only worsened due to
a lack of international interest and of media coverage. Currently, the number of the survivors has considerably been reduced to approximately 7,000 to 8,000.
Ironically, the
elders still believe that their war-veteran allies from as distant as the Indochina era will come back to their rescue and that the CIA will eventually honor their initial promises. As we speak,
they are still standing, but for how much longer? In the camps, the situation is no different. There, the Hmong captives live in horrendous conditions in open-sky prison cells and are perpetually
subjected to forced repatriation back to Laos at any given moment.
This petition,
despite the misinformation and the absolute silence from the international committees, represents the umpteenth of its sort; however, we will not abandon the ones left behind that certain groups
conveniently label as traitors and terrorists to justify their actions. In deference to the moral compass of human virtue, the Hmong people who had fought valiantly and loyally for France and the
U.S should not and must not be forgotten.
For that matter,
we request the following for the Hmong in the Thai and Laos camps:
- That France, the
U.S and the U.N assume their responsibilities.
- That the Thai
and Laos government cease to consider them as illegal immigrants of economical
aspirations and/or
prisoners of wars subjected to imprisonment.
- That the
refugees acquire the status of political refugees and are placed under the equitable and impartial protection of the U.N.
- That clothing,
food and medical provisions be allocated to the Hmong in the camps.
In addition, we
also request the following to ensure of the survival of the Hmong in the Jungle:
- That France, the
U.S and the U.N assume their responsibilities.
- That clothing,
food and medical provisions be allocated to the Hmong in the jungle.
- That
international pressure be asserted to the Laos government for a complete cease-fire.
- That an
armistice be obtained to guarantee their safety once out of the jungle.
To this day the
Hmong people are still victims of past wars, and the proceeding of their extradition in other belligerent countries without "total security" will be a direct attempt at their human rights and
lives. The war has "officially" ended decades ago and should be imperatively regarded in that respect in all sense of the word.

Depuis 1975, les Hmongs qui n’ont pu fuir vers la Thaïlande, la France, les Etats Unis ou ailleurs sont impitoyablement traqués et tués comme des animaux par le
gouvernement Lao communiste, payant ainsi le prix de leur loyauté envers la France et les Etats Unis … Abandonnés à leur sort, les hommes, pour défendre les familles, disposent de vieux fusils
datant de la guerre du Vietnam…Ils se déplacent constamment , se divisant en petits groupes pour ne pas se faire repérer, se nourrissant de racines et d’écorces…Depuis les reportages de Grégoire
Deniau, Cyril Payen et de Roger Arnold, en 2005 et 2006, leur situation a empiré, souffrant du silence international et de l’oubli médiatique. Actuellement, ils ne seraient plus que 7000 à 8000….
Les vieillards croient toujours que les anciens combattants d’Indochine, reviendront les sauver ou que la CIA se rappellera des promesses passées. Ils tiennent encore mais pour combien de temps ?
Les Hmongs des camps vivent dans une situation intenable, enfermés dans des prisons à ciel ouvert, expulsables à tout moment vers le Laos. Cette pétition est la énième mais nous n’abandonnons
pas, malgré le silence, malgré la désinformation concernant le peuple hmong que certains qualifient, et cela les arrange, de traîtres ou de terroristes. Ceux qui ont combattu loyalement et avec
courage pour la France et les Etats Unis, ne doivent pas être oubliés…
Requête pour la survie :
Pour les Hmongs des camps en Thailande et au Laos :
_ Que la France, les Etats Unis et l’Onu prennent leur responsabilité.
_ Que le gouvernement thaïlandais et laotien ne les considèrent plus comme des immigrants économiques et clandestins ni comme des prisonniers de guerre à
enfermer.
_Que les réfugiés aient le statut de réfugiés politiques et soient placés sous la protection impartiale et équitable de l’ONU.
_ Des vêtements, des vivres et des soins appropriés doivent leur être acheminés.
Pour les Hmongs de la jungle :
__ Que la France, les Etats Unis et l’Onu prennent leur responsabilité.
_ Faire pression sur le gouvernement laotien pour obtenir un cessez-le –feu.
_ Leur acheminer vêtements, nourriture et médicaments
_Mettre en place un système totalement sûr pour les faire sortir définitivement de la jungle sans danger.
Les Hmongs sont les victimes des guerres passées. Procéder à leur transfert vers d’autres pays tant qu’il n’y aura pas une « sécurité totale » quant à leur vie et à
leurs droits au Laos.
La guerre est finie, dit-on, depuis longtemps officiellement. Qu’elle le soit définitivement, dans tous les sens du terme.
